Since i think vista windows protects the Program Files folder even if you are an admin. Ive always found that quite annoying. In my opinion its easier to create the manifest file on your desktop then copy it into the appropriate folder.
It should prompt you when you try to copy it into the folder, just click continue or whatever it is to accept. Just a note when i ran resource hacker there was no resource 24, resource hacker listed a resource as manifest so i used that on the assumption that it was the key to copy.
